CESR (formerly Article 14)
Certificate of Eligibility for Specialist Registration (CESR) - previously known as Article 14
Eligibility for the GMC Specialist Register under the General and Specialist Medical Practice (Education, Training and Qualification) Order 2010
The Postgraduate Medical Education and Training Board (PMETB) merged with the General Medical Council on 1 April 2010, under The General and Specialist Medical Practice (Education, Training and Qualifications) Order 2010 ('the Order'). The Order, which transfers all the PMETB's regulatory responsibilities to the GMC includes provision for all of the certificates that PMETB used to issue including the CESR.
The GMC will assess applications for specialist registration from doctors who have not followed a UK specialist training programme that leads to a Certificate of Completion of Training (CCT) but who may have gained the same level of skills and knowledge as CCT holders: this is sometimes known as the equivalence route.
Applicants must demonstrate, through validated evidence, that the totality of their specialty training and / or specialist qualifications along with any other specialist medical experience or knowledge is equivalent in depth and breadth to that covered in the CCT curriculum of the specialty concerned. As stated in the Specialty Specific Guidance for Pharmaceutical Medicine, clear evidence must be provided across each of the seven modules of the curriculum which demonstrates equivalence to a CCT in the specialty.
The medical Royal Colleges and Faculties worked with PMETB to develop Specialty Specific Guidance (SSG). The SSG for pharmaceutical medicine has recently been updated and was submitted to the PMETB for approval. Whilst approval is awaited we would recommend that you refer to the updated version of the
guidance. The SSG document sets out guidance on the criteria, standards and suggested examples of possible evidence to support CESR applications
Please note that completed applications must be submitted directly to the GMC and not to the Faculty. We would also strongly recommend that you refer to the guidance issued to HMT/PMST trainees on how to collate evidence to ensure that it is clear how the evidence submitted covers each item/competency in the curriculum. It will also be important to show your involvement in each piece of evidence submitted.
When submitting this evidence to the GMC, we would recommend that the evidence submitted to cover the content of the curriculum be filed under Section 6 of the GMC's filing system - 'Log Books'. Sufficient evidence should be submitted to cover the curriculum and if you need to submit more than one box file then this will be permitted.
